I ordered a dvd set and never received them and they billed me anyway. ripoff Quebec

I ordered a dvd set of martin and was billed for it and i never received it at all and when i try calling they do not answer and they will wait 2 to 3 days to call back and tell me i will get it in 5 days and never received it then they say 10 days and never received it at all. I want to be refunded for this and need help
