I ordered a set of tapes of an old TV show, received confirmation of the order. About 10 days later I notified the company by email that I had not received anything. I then received an email from them saying their server was down and they apologized (very nicely). I then received a shipping notification from Canada Post with a tracking number. The problem is that there was no further action on the tracking. The number was merely entered. I then searched on the Internet and found this site.
I have filed a complaint with the International Service of the US Federal Trade Commission. I would suggest that people use the FTC as a resource.
I also notified Canadian Postal Service that Garcia Media Group has sent me a tracking number that is in their system, but there is apparently no package related to that number.
