First Capital Consumers ripoff scam con artists

First Capital Consumers called me 4/18 and asked if I wanted a credit card for $2500, I asked questions about the card and they said if I put $199. Out of my checking acct. I would recieve a cred card. I did that and weeks went by and nothing from them, I called them 12 or more times and left messages and no-one ever called me back. Then just 3 weeks ago I called and got a lady named Gail and she said she would put the $199, back into my acct.and I haven't heard nothing.
