Ripped off and scammed

I first received a phone call in the middle of March from First Capital Consumers informing me that I had been approved for a $2000 or $2500 credit card. The woman told me there was a one time fee of $199 and asked for my checking account information. At this time I was not sure if I wanted to do it and she told me she could put a two week hold on the transfer and I could call back before the two weeks were over to cancel. She then told me that someone from security would be calling me back to verify all of the information. I did receive a phone call to verify all of the information. I was supposed to receive my credit card in 10 to 14 days. Three weeks passed after my account had been debited and I recieved a First Capital Consumers welcome packet. It came with a Mastercard logo postcard that I had to mail back in to activate my "stored value Mastercard." By the end of April (a month later), I got suspicious and tried to call the "toll free" customer service center at 1-416-488-4664. Every time I called I got a voice recording and left a message. No one ever called back and the best part is when I received my phone bill I was charged $1.05 for everytime I had called. I looked First Capital Consumers up on-line and low and behold I found rip off reports at the top my my search list. I hope it's not too late to try and get my money back.
