Delivered downloaded, paid software that will not run, asks for re-purchase

I ordered PL "Driver Cure"; order said to include free additional software. When order processed it was for much higher price than I ordered. No additional software was included.

I downloaded and installed the program. It refuses to run until I "register" it. Registration requires authorizing a purchase.

I think this software is nothing but a scam.
