I, too, was approached by Apacer Lending for a 10, 000 loan which required $1, 000 collateral payment. With some research, discovered this was illegal and didn't go through with it and never heard from them again. When I checked their 800 number it was listed to Apacer Lending in Brookston, TX. The address given does not exist.
I encourage those of you have been scammed to report to Phonebusters in Ontario, the FBI, the Federal Trade Commission and local authorities. I also reported it to the Attorney General of Texas given Apacer's connection to this state. Good luck.
