Ripoff credit card scam Toronto

I was promised on the the phone a Mastercard with a limit of $5, 000 for a one time payment of $199.00. They took it from my bank account, and said my card would be there within 10 days. No card. Finally, after 2 months, a get a package, but no credit card. It was a bunch of coupons and ads, a a form to sign and return for my official card. I did that, and 2 months later, still no Mastercard. I want my 200 bucks you SOB's.
