Bill Livingstone will not return to complete a job despite getting paid in full

Contracted Bill Livingstone to steam clean the carpets i the house and re finish the tiles in my porch, he did completed the job in the house got paid in full and promised to return to complete the porch. That was many weeks ago and I have yet to have him return any or my voice mails or the money for the portion not completed
