Need to cash $4700 check to cover taxes on $250000 lottery winnings

This company sent me a letter and a $4700 check to cover non resident government service tax

I need to call my tax agent before cashing check to arrange claiming my winnings

The letter is word for word what the other people wrote on here just a few names different even the misspelled UNTILL is the same
