I ordered a copy of Windows XP Pro from the company. When the disc arrived, it was clearly marked "Not for Resale". The key that I needed to use the software was not valid. I tried to contact the seller, but their Customer Service number just has automation that tells you to visit their site and then it hangs up on you.

When I visited the site, I had a "live chat" with a Customer Service Rep. I explained the problem and was told to call Microsoft and get a new key for the
product. I contacted Microsoft and they told me that the software was known to be pirated/illegal and they could not give me a key. I contacted the seller again through the live chat on their website and told them that I had spoken with Microsoft and they told me the software I had
purchased was illegal. He told me "If we are selling illegal software, what law are we breaking? ".
He would not help me with any information about how to return the product.

This is clearly deceptive practice. Their website clearly states that they do not sell pirated software and that it is all 100% legitimate. This software is useless without a valid registration key. It is illegal and that is not what I was led to believe I was buying. I paid for the product with a Pay Pal Master card on January 26th. It was 91.94. The transaction number was ID # 6T8191886F9971813. The sellers number is 866-449-5567, but you cannot speak to anyone at this customer service number.
