Hydro protection plan bill

What to do about this hydro bill which is 2300 dollars, and they don't provide no hydro to me, i'm a costumer of hydro one network. Now what the ontario energy savings protection plan put my name on the bonds collection inc. What should i do to avoid this.? Should i ignore the bonds collection inc. and get my name cleared once and for all. Because i can't afford it, maybe i was manipulated by this sales person.
