Withholding medical care from elderly

My father was in car accident and brought to Ottawa Hospital in 2010. Immediately after he was talking to me and moving all limbs despite spinal injury and bleeding in brain. He remained verbal till Feb 2011 and could still move all limbs until March 2011. Then he got damaged. Hospital did not treat Infection or Uremia in time despite knowledge of the condition and would simply watch the WBC increase to 15 or more without giving him antibiotics till he would eventually go septic and comatose, get strokes and heart-attacks or have periods of prolonged oxygen depletion. They knew he was getting worse every time such an incident occurred. From day one there was pressure on me to DNR him (do not resuscitate). The idea was that at his age they were not going to try and save him. His injuries were not treated. He was given an E-Coli infection in the lungs from about the second or third week he arrived in the Hospital. At first they treated but then they did not kill the bacteria and every month it returns stronger and causes him pain for which there is no regular pain management prescribed. He's been put through horrible pain, refused consults, had no alarms for months at a time, time in which his brain deteriorated to a point when he no longer knows who is around and appears not to be able to see or hear. After all this, the Hospital decided to harrass me so I was told because I looked at his Oxygen and heart Monitor, they turned off the screen so I can't see any of his vitals, despite the fact that I have Power of Attorney and am his legal decision maker. It is triage against the elderly, mental torture against the family and withholding of medical care that is damaging the patient irreversably in the Hospital. If anyone can suggest to me what to do about this I would value their input.
