Received FINAL AWARD WINNING NOTIFICATION and a check in the amount of $3190.00 to cover administrative payment and clearance fees of my winnings. North Bay

Received a letter notifying me that i had won $95, 000 and just needed to cash this check then send them $2950 from the $3190 to cover the administrative fees and clearance fees. the check never cleared and i contacted CITIBANK in NEW CASTLE, DE to find if the account was legitimate. they informed me the acct exists and they are aware of the scam that these people are trying to get past innocent people.
