Finally I spoke with Visa Again today and we all must place a complaint since she has no problem charging extra fees and not sending the merchandise. To get youy money back nothing simpler.
1- Call your credit card company
2- Report the fraud with all the info you have
3-They should automaticly credit your card
4 She will have to prove that she sent the merchandise and that the original invoice was at the amount she took from you
