Overcharged and No Product Received

Ordered the product, they added a peeler and an upgrade charge and what was to be a 14.99 peeler turned into $136.23. Product was not received and only 31.19 was credited to my visa as they kept the Upgrade and shipping fees. Upgrade on WHAT??
