Charges 15% on returns or exchanges, even if new item is deffective

Well all I have to say for starters this company is a big scam. I advise anyone that are looking forward into buying from this company should be aware of the scams. When I purchased a brand new (laptop) from Dumolin, I asked them clearly what is their policy on the exchange and refund. The clerk told me there is a 15 day refund and exchange policy on electronics if you are not completly satisfied. Later I notice that the laptop I purchased had a burned pixels and one of the mouse buttons were broken. So when I found that out I brought it back to the store 12 days later, keep in mind return and exchange policy is 15 days. The people who worked there inspected it and looked at it and replied to me; "since this item is an open item, I have to charge you 15% less then whatever you paid for it" I said to them, what about the 15 days exchange or refund policy. He then flipped over the bill stating in the back as follows:

15% may be applied on an open box item.

My questions is, what does "may be applied" mean? Ethier it will apply or wont apply. There is no such word as this. Does this mean they can decide to charge you this fee or not. I decided to exchange my laptop with a newer model which was 50 dollars (minus taxes) more and ended up paying 200 extra in price because of the 15% open item fee which they stole from the first notebook. Which does not make sense at all. They are a bad company, and I dont suggest people buying from them.

The new laptop which I bought now has another problem with it, as you can see the Toshiba Satellite P200-AB3 which I searched on the toshiba.ca website clearly indicates in the sound option that it comes with Harman/Kardon speakers, the speakers on this notebook that came are regular speakers. I dont know what more to say. Maybe they changed the stickers or models I dont know. Im very upet constumer.

They are liars, and scam artists. I suggest you buy your notebook from a "english known company" such as Futureshop or Best Buy.
