Took money and didn't hear from again British Columbia

Jacob Stone kept phoning me for a month or better saying he could sell my truck. As it turns out it is a scam as you can not contact anybody once you pay the 299.99. Visa won't do anything because it says on their website that it is non refundable??? So that alone makes it ok to just take the money and not do anything for you???
