Fake letter from Publishers Clearing House Canada - No Mailing Address & No Return Address - based on stamp

Received what is now recognized as a fake letter from Publisher Clearing House regarding an Award Notification Final Notice. No return address, but stamp was from Canada.

Listed a representative (Madeline Carr) with a security code and identified an Internal Revenue Agent (Dorothy Hill).

Letter indicated that PCH would take care of all necessary arrangements in order for me to receive this Second Prize Award of $1, 000, 000.

I called the number they provided and was told how much the US Taxes would be and they would send the Award once I paid the $1500 in legal fees. When I expressed skeptisism they advised I could call the Better Business Bureau at 778-858-6499. I Googled the number and it came up under Rip-Off.
