Charging credit card

I just noticed I have been getting charged $19.95 a month from Privacy Plus for I have NO idea what and have NO idea how they got my credit card info. Will call but from what I have read online I am out of money and will have to cancel credit card!

Also think my credit card company is useless it not detecting this charge. The fraud dept has phoned me for other matters, why not this?
