I also ordered a complete collection set from these people and yes, more than 50% of the discs were unplayable. Several were scratched and the paper labels they used are just not a good idea in the first place as they eventually warp the discs. My credit card was NOT charged twice and I have not observed any further charges by them. I contacted their customer service dept as soon as I discovered a problem and they did respond that they will ship replacement discs. It took awhile before I got the complete list of which discs were unplayable and sent it to them and -- they were as good as their word. They contacted me and said it was a problem with their masters and they would have to remaster the discs. They DID send me all of the replacement discs and the new set had ink-jet printed labels instead of paper stuck-on. They quality of the images is not what I would call "excellent" but considering that the complete collection is not available anywhere else at all I ended up being satisfied with the outcome. It just took a bit of work on my part to compile the list of bad discs and patience with Power DVD Store's supplier while they remastered their originals.
