Gouging people with disabilities

Hello, I am furious that this person who owns the cab is the only person in St. Paul who runs this service. he is the only cab in service for miles. He charges what ever he wants for his service. For example, he said, poeople just recieved a 400.00 increase on their disability cheques which justifies him making more money. He has no meter like other taxi's and will charge crazy amounts for service when he feels like working.

He was called out to my son's placewhen he was extremely ill to take him to the hospital, and he said maybe tommorrow when he feels like it. This is just one problem. He should be shut down. He is not treating people fairly and treats this business in an abusive manner. What can I do to stop this. I know this might mean St. Paul is without a Taxi but at the cost of people with disabilities... REALLY!!! Please contact me ASAP about this matter.
