A disbursement company awarding me $4, 283.31 which has been deducted from 180, 000

On July 31, 2008 I recieved a letter and an accompanying check for $4, 283.31. The letter explained I was entitled to the sum of $180.000.

All participants were selected through a random computer ballot system drawn from ofver 500, 000 names from the Federal Computer Data Bank.

Letter "You will be using $2, 800.00 from this check to pay for the applicable Surcharges/govt. tax due on your winning." Also to make the entire thing believeable a "Please note that no personal information is required from you" was place in the letter.

A footnote at the ended stated a Disclaimer for Capital Management Company.
