My daughter parked my car in a lot operated by Imperial Parking Canada. The machine that dispenses tickets was not working but she left the car parked and thought she might get a parking ticket but was prepared to pay it. When she returned to the car, there wsas no ticket on it so she assumed that she did not get one because their machine was broken. About a month later, with no other notice, I received a "final" notice demanding a payment of $68 within 10 days or the matter would be referred to a collection agency! I paid the fee to avoid the collection process but sent them a registered letter requesting a refund, as recommended by the Government of Ontario branch to whom I expressed my concern. I (not surprisingly) have received no reponse from them.
How can companies keep a license to operate while behaving in such a manner?
