Continues charging after cancellation, refuses to pass you on to a manager or person in charge

According to the company my sister, who has a developmental disability, signed up on the internet for their movie trivia text messaging. I called to cancel the service and complain that they were taking advantage of a person who does not full comprehend the situation. In fact my sister does not use her cell phone number for anything on the internet and would never use it even for contact info. Her cell phone is for emergencies, and has a home number for forms and businesses to contact her at. Also she has never received any of these text messages, I checked her phone.

I was told the service was canceled and they would issue a refund.

One month later the charges are still appearing on the cell phone bill. I called to complain and cancel again. I was told it was already canceled. I asked to speak to a manager, I was told he was busy. I told the person I would not get off the phone until I spoke to the manager.

I asked to speak to their finance department and I was told they're in another office and they do not have a phone number, address or email they can give me to contact the finance department. Even though I was told the request for a refund is sent by email. But apparently it's a computer program they actually send the request through and not an email.

I asked for an email to be sent to me so I would have written to confirmation the account was closed and that a refund request has been sent to their finance department. But apparently they have a computer, but no email access so they cannot send me an email.

Again I said I would not get off the phone until I spoke to a manager, I was then told there are other people on the lines and they can't have me holding on a line until their manager is available. They basically hung up on me.

As far as I can tell this is suppose to be a legitimate company, but there is no accountability, there is no manager to speak to and they don't care. These third party text messaging companies need to be held accountable to a governing board to prevent this underhanded abuse. If a fully competent adult signs up for this service they are aware, but like a child a person with a disability is not aware of the consequences; so if my sister did sign up she doesn't know how and doesn't understand why she has been charged for services she has never received.
