Won a lottery made a check out to me but can't cash till I called them

I received a letter saying I won a De-Lotto American Shopper Lottery worth $125, 000.00. A check was made out to me in the amount of $4980.00 which was deducted from my winnings which was for the payment of applicable Government Taxes on my winnings. I was not to cash the check until I contacted my claim agent immediately for further clarification within 10 business days. Claims/Disbursement Agent was Barry Smith and gave me the number to his direct line. The letter was signed by Frank R. Withfiled (promotion manager)
