Ripoff Ultra Lotto Check enclosed $2996.08 remitted to American agent for clearance fees to receive $58, 500.00 in winnings

Received a certificate of Award from Mid Century Financial with a check for $2996.08 for clearance fees. I needed to call a Linda Cooke at Mid Century Financial for the activation & authorization of my check, then I would receive $58, 500.00.

The check was issued from Lamont Marketing Group. I wanted to know if this is a rip off-wasn't sure. Please advise.
