Scam or fraud? Or legitimate?

Www.photo-ids.com is located in British Columbia Canada, as per their post office box address.

I have not ordered from them, but I would like some info before ordering from them.

They obviously don't accept credit cards or personal checks.

They disabled the samples page so you can't see what you're getting.

Has anyone ordered from them?

I doubt that they provide drivers licenses.

It's probably some generic card that says "IDENTIFICATION" or something along that line.

That is, ... if they send you anything at all.
