Water leaks in ceiling

I bought a townhouse from mattamy homes and the ceilling over the living room leaks whenever the snow on it starts to melt. My neighbor has the same problem since we share a common roof.

Mattamy homes sent two repairmen who repaired the water damage on the ceiling's drywall, but never repaired the cause of the leak. My ceiling is still leaking and I'm not sure what to do about it.
