Bought 400.00 of material based on a sample that was paid for and then he shipped
something completely different and worth 1/3 of the price.

Then promissed a refund but dragged it out so the time limit on paypal's claim expires, then he gets very angry and rude, that is also noted on one of his ebay feedbacks.
