Standard Life's application for sick benefits ripoff

I have been off work due to illness for the last several months now. I applied thru Standard Life (my employer's medical insurance company) for short term medical benefits. I paid the $27.00 to have my doctor file out the Standard Life Claim form and also signed a medical information release form allowing Standard Life to access my medical records. These forms were mailed to Standard Life and later I was informed my claim had been denied. I then applied for and received sick benefits thru Employment Insurance. When the Employment Insurance ran out I was advised by my employer to re-apply with Standard Life as they would re-evalute my claim with my updated medical information.

Here is the problem - Standard Life will not access my updated medical information thru my signed medical information release form but instead is forcing me to go back to my doctor to have him print out a copy of this medical information (which will cost me another $27.00) and have it mailed to Standard Life. Debbie (the person taking care of my claim at Standard Life) would not answer my question as to why this is required as Standard Life already has a signed waiver allowing them to access my medical records at any time. I think this is a rip off. I cannot afford to spend $27.00 every time my employer or insurance company requests a form to be filled out especially if they have access to this information to begin with.
