Poor elastic in legs of swimsuit

Costa Del Sol Swim suit, Model 211, Style ZE81271. I purchased the swim and went to wear it and found out there was very little strength if any in the elastic for the leg area. I was unable to return the garment. I had to have alternations done to the swim suit (new elastic) before I could wear it.
