Never received orde

I purchased a LV bag from aaawallet123 on July 3 2012 and never received a tracking number however the item was charged to my visa card. I paid thru paypay as instructed to do. Now the sellers has a note on his/her website saying that "the project is deleted, any quesitons please click https://www.ioffer.com/i/niverfu...". This site tells me the same... project closed. What do I do now
