Anniversary flower ripoff

My partner, who currently resides on the East Coast (USA) sent me flowers for our 15th anniversary. When they hadn't arrived by the end of the day upon which delivery had been requested, Urban Florist was contacted. They said that the flowers would be delivered the following day.

Since the delivery was to be to my office, and since the following day was a Saturday, when our office is closed, delivery to my home address was requested. My partner was told that was impossible; that the flowers were "already on the truck." He was told that they would have to be delivered on Monday.

Then they were delivered - 3 days late - they were wilted and brown. They were also loose flowers in a box, not an arrangement in a vase as pictured on the Urban Florist website. Furthermore, they were pink roses, not red, as pictured. Additional calls to Urban Florist have gone unanswered. My partner's money should be refunded!
