Outer layer of papmers peeling off/ celcre straps not sticking

I bought a box of 60 huggies diapers at walmart... in the box there was 19 diapers that had the outer layer of the diaper peeling off and the velcro straps wouldnt stick to keep the diaper on... i always buy these diapers, and this is the first time i had this problem... it's really frusterating when the diaper keeps falling off...
