On-going unresolved $18 no refund dispute with Chatr

It has been near 2 months since I switched my phone plan to Rogers, which happens to be the very parent company of Chatr for a few years already.

Chatr refused to refund me the 2 -week unused portion of my prepaid monthly plan & a small amount of cash sitting in my Chatr account for years, totally a mere $18 or so.

All Chatr people only kept telling me, 10-15 times already & counting, about Chatr's no refund policy, etc. from the very beginning. NONE of these people has the capability to listen to my dispute, reasons, arguments, their absence of live person for customers who have no internet access, Chatr's near total reliance on auto bot & digital communication channels & ignoring the pledge for this small refund, causing huge amount of time being wasted on my side (& theirs, of course these people do not care as they get paid for to waste time).

I asked about 5-10 times since day 1 regarding who could I contact to dispute their no refund policy----no Chatr people was able to answer this straight-forward question at all for near 2 months now & counting. Further, whatever escalation team I was told about a couple of times, none I heard back from & this no refund dispute between me & Chatr remains unresolved for almost 2 months.

I feel this is quite ridiculous how Chatr & their unliteral/one-sided no refund term & condition, with their ability to change any of their terms & conditions at any time without notice seems quite inappropriate & customer unfriendly. And how they treat a decent, always paid his bill on time someone who had been their customer for about 8 years by not refunding him a silly $18 is laughable & full of business bad will & silliness.
