Bogus check for non-existent prize money

As a new condo owner, I recieved in the mail a letter from a Union Clearing House claiming I have won a prize of $70, 000. They go on to say that to claim the prize there is an administrative fee of $2, 890 but, to get around that, a check is enclosed in the amount of $2, 990 made out to me.
The check looks fairly legitimate with a company name and address (not Union Clearing House but an Adlin Construction based in Mission Viejo, CA) There is no mention why this other company is supplying the supposed $2, 990.
None of this makes sense, but the scam involves the victim depositing the bogus check and sending the scammers a good check, which they collect on. Amazingly, the bank holds the victim accountable for any lost money.
