Ordered online $700 DJI MINI 2 DRONE, never received item or money back

I'm writing in behalf of a friend who had ordered online the new DJI MINI 2 DRONE, he got denied cause apparently when he tried to order his card got declined twice so he called the bank and got that fixed and tried again and it said the payment went through as he has the online receipt for it. So as always he checked his email for an order number but there wasn't one.
We have been trying to contact visions electronic and what they say is that it got cancelled do to fraud, My friend has worked hard and saved the hard earned cash of $700
So now he is sitting with NO MONEY AND NO DJI MINI 2. I know for myself as well as him we just done have that kind of cash growing on trees in our backyards
Needless to say we are frustrated and pissed off
