Heating fuel cut off

We built our house in 2002-3 and had a heating company install our heating system (force air oil) It was inpsected by the building inspector, then by the fuel company Morrison's before the tank was filled, Morrison's was sold so we went to Ultra Mar Home Heating, before they would deliver oil an inspection in 2007 was made and everything passed specifically the oil tank, in 2008 in November, Now they are saying our oil tank is improperly installed and the chimney is not the correct size. Remember this is in the cold weather and they gave us 30 days to repair the incorrect items, we have been trying to get someone to do these changes but because of the time of year everyone is busy.

We recieved a letter today saying they will not deliver oil again until everything is changed.

We are seniors and feel like we are being held hostage because the oil company has made up its own set of rules and has little respect for the people that buy thier products.

I want to know if it is legal to cut heating fuel duing the winter.
