After receiving full payment Huron Hardwood Floors did not deliver my floor

I contacted Tom Gillie, the president of Huron Hardwood Floors and talked to him about buying hardwood floor I was interested in. I specified that because certain deadlines, I wanted this hardwood by a specific date. Tom stated that the delivery will take 2-4 weeks. After paying full amount I waited four weeks and then I called Tom to check on the status of my order. He told me that the shipment will be made in a few days and that I will be contacted by a shipping company. After calling Tom again he mentioned that the shipment was made and my floor should arrive in about four days.
With this assurance I started preparations for the installation of my new floor. I removed carpets and scheduled installation.
Not hearing from a shipping company I called Tom again and he told me that, in fact, the shipment was not made. Next, he explained me that the hardwood I ordered (5 inches in width) is difficult to manufacture and that two other customers are ahead of me. Moreover, he explained that he had no control over a manufacturing company and he serves only as a contact between them and me. He kind of understood that living with no carpet, just on plywood, could be tricky. Next, he promised to contact a manufacturer and call me back next day. He never did.
At present, I initiated a dispute through PayPal hoping that I wil recover my money.
Starting tomorrow, I will be updating the status of my claim frequently.
