Ripoff dishonest car safety certification

Frank Monachino has demanded additional $350 after inspection of my car. He has insisted that the driver's wiper and some bashets(?) should be changed.
The wiper has already been changed by Frank on previous inspection 3 months ago. At that time he has issued Safety Certificate.

I have been charged $75 for one hour inspection to get my car back. I went to another company and received Safety Certificate right away after they examined the car and paying the inspection fee.
