Hidden Fees and Delivery Fraud

I recently ordered by phone an item from a store in the United States. The item was not available in Canada and in limited supply in the U.S. It was an expensive item. I paid for the item upfront by Visa. I was not told at the time of purchase by the store or UPS about any charges other than the purchase price of the item. The store sent the item UPS. I was contacted by UPS prior to delivery to tell me the multiple hundreds of charges in hidden fees (GST, Duty, broker charges and GST on the broker charges) that I would have to agree to pay COD, or my package would not be delivered. This constituted theft, as the paid for item was my personal property, and UPS was holding it hostage, trying to extort hiddedn fees from me if I wanted to receive it. UPS refused to negotiate with me, saying their contract was only with the store. UPS finally agreed to deliver the item the next day if I agreed to pay the fees. They did not delilver the item the next day. UPS refused to say why but said it was delaying the delivery until the following week. I called the store, which called UPS, and UPS told the store that it could call again the next day and "perhaps" the item might be delivered that day. I still do not have the item although it is my personal property.
