Sending credit cards to Seniors

A friend, who is a senior citizen, received a call from Capitol One. They wanted him to take a credit card to which he refused. They sent it anyway with a bill for $59.00. He did not want the card as he had told them and proceeded to cut the card in two and sent it back to the company. The next month he received a bill for $59.97 the .97 being interest. I proceeded to step in and help. I called Capitol One and said I was his daughter and to please stop sending bills to him on a credit he already told them he didn't want to begin with. They needed to hear from him to " cancel the account " which he did and which they say they did. What bothers me is how they are forcing credit cards on people who don't want them to begin with then sending bills with accumulating interest on a card that's never been used or activated. I believe they are scamming people for the $59.00 hoping to at least get that amount from them and preying on senior citizens. Perhaps too many people have ripped them off in the past and they are trying to get some money back by strongarming some unsuspecting seniors. I could see them only charging their yearly fee if the card has been used but why would someone pay a fee on a card that' never been used and never will be? Thanks
