Letter and Check claiming a win of $250, 000

I received the same letter previously mentioned telling me I had won a "compensation draw" organized for all consumers in conjunction with the Sweepstakes Association of North America. It gave a claim number and told me to contact David Johnson and Mary Richards (my claim agents) and then cash the enclosed $4, 450 check drawn on the account of Unigus Steel, Inc., 2132 Hawes Ave, Dallas TX 75235. I was then to send $3, 860 by Money Gram to Sara Smith 1777 Broadway Rd. Brandon, Manitoba, Canada to pay "Non-Resident Government Service Tax."

Sounds like a scam to me as I have never heard of any of the companies mentioned.
