Capital One
And Over Limit Fee Capital One charging and over the limit fee, when they did not decline the charge. Over limit was $2.94

I have been a card holder with Capital One for 4 years. They first gave me a $500 limit and now a $1000 limit. Initially I had no issues with them, but the last year I have seen three over the limit charges for $29.
I use the Capital One card for online accounts because it has a small limit. I also have a Citibank card and bank credit card, all with higher limits.
I have an old collection on my credit report that gives me a fair FICO rating, this rating gives me the Gold card from Capital One where I pay the 19% interest and a $59 annual membership fee.
In the four years I have been a card holder, I have not had one late payment.
On May 12, 2008, I checked my online account with Capital One, and again saw a $29 Over the Limit Fee. The same day this fee was applied. Capital One took out a $10 Premium Account Fee and Ebay had put through a charge of $2.94, which put me a less than a dollar over the limit.
My payment of $60 was posted on May 14, 2008 which was made through the bank on May 11, 2008.
I contacted Capital One about that charge for two reasons:
1) Why do Capital One fees count towards an Over the Limit Fee
2) Why did Capital One not decline the ebay fee if it was over the limit.
I received a form response back and have since requested to cancel the card.
