Winning Notification Letter - Sent check for $4, 950, but ask for $3, 950 to get balance! ripoff

Received a letter & a check for $4, 950.00. Letter instructed me to call a Mr. Eddy Hugo with my claim number to validate the check so I could then cash it and to pay $3, 950.00 to receive the balance of $115, 050.00. I won $120, 000 total from a sweepstake I never entered! Can you believe it?! A Mr. David William, Promotion Manager is the author of the letter. Funny thing, check is in my name with my address, but the letter is not addressed to anyone. It's just Attn: Sir/Madam. Claim No is NASA/8225. Check is from ACS Incorporation & drawn on Bank of America out of New York, NY. Interesting. Very interesting! Poor grammar in the letter too. CRAZY!
