Like a theft

I applied apprentic since 2007. when i am still working in a trade they send me many letters pushing me to back to school to finish my apprentic. Non sense, why they push people go back to school when they have a job. they canceled my appretic account on March 2011. In august 2011 i got laid off, and phone them to reactivate my account then i can back to school to finish my apprentice. I toll them i got laid off and now have time wanted go back to school. they asked my sent another application with payment $30.00 Can fee. I asked you already have my file on your system why you need another application. they said they need it and money $35.00 can. laterly i received a letter with my payment receipt of $35.00. letter stated they couldn't reactivate my account because right now i am umemploy. They know i am unemploye recently when i fist call them, but why they ask me to pay $35.00 and then said i am not approve. I ask them for the refund they said it is non refundable. The way they did same as the THEFT, steal money from people. They are suckers.
