Never delivered product after 20 plus emails

I was visiting websites to view who seemed the most credible for assisting me in becoming Brocade certified and stumbled upon https://www.eliteguides.cn and this seemed very promising with a money back guarantee to pass the exam. They didn't have a way of paying by credit card, only option was to pay by "paypal". I then choose to wire them the $45 to obtain their Brocade study exam. I sent them several confirmations about the wire going through to no response. Li Pang is apparently the owner of the company. Here is a copy of the transaction:

The funds cleared and I kept sending emails to receive the product, to this date (May 22nd) I still haven't received. I haven't received any response from sales or tech support. This company has promised the following on their website:
