Columbia house fraudulent debt

Someone ordered a lot of cds ot dvd sabout 2 years ago in my name nordon started calling me a year later I was told by consumer protection to write to columbia house and explain the situation and the debt would be removed I did so and nordon stopped calling untill yesterday they have now called 22 times in 24 hours and it is not even my debt. the collections guy says that I will have to write these letters every year for the next 7 years to make this go away and the amount is $48.36 so he says it would it be less of a hassle to pay than to have to make him call all the time. This is nuts I want his address so I can harass him at 2am what can I do
