Uncompleted rough-in

Paid for a rough-in of plumming, its not complete and the inspector is not happy! Have been trying for 2 months to get the plummer to contact the inspector and solve the plumming issues! We can not put up drywall in the kitchen nor bathroom. Now that he has his money he will not come back to complete the job? What can I do?
