He didn't show up took deposit

Joe came for an estimate, took out $100 and promised to do the washing and sealing of our patterned concrete. Cannot contact him and he hasn't shown up when he said he would. Twice now. Wish I had read the other cases where people have complainted, I would never have had them involved.
